Courtney graduated from the University of North Carolina at Chapel Hill in 2001 with a B.A. in Political Science. She is a graduate of Campbell Law School, where she was a member of the College of Law's Family Law and Family Policy Program. Kelly earned her Bachelor of Science in Business Administration and a Master of Public Policy degree from the U.S. Army Corps of Engineers and the National Institutes of Health (NIA) in 2006.
